And May sucks at Battling. She could never defeat Misty. She has no pokemon that's super effective against Water Pokemon.

First of all, you're trying to put ANIME vs. my VIDEO GAME strategy. It ain't working for you. First of all, Thunderbolt cannot damage Brock. And 2nd of all, Torchic can't use Assist. And 3rd, Misty ain't gonna be a stupid a use Water Gun.
